What ‘sovereign AI’ really means for Canadian data — PIPEDA, Quebec Law 25, Canadian cloud regions, and where models and deployment matter.

“Sovereign AI” is a popular phrase in Canada, but it means something specific. For a Canadian business, sovereignty is mostly about where your data is processed and who can access it — not just whether the model is Canadian.

What sovereignty actually means

It comes down to data residency and access: is your data processed in Canada, and is it shielded from foreign access? A Canadian model (like Cohere’s) helps the narrative, but the real control comes from deployment — private, in-region or on-premises.

The Canadian context

Canada has Canadian cloud regions (AWS in Montréal and Calgary, Azure in Toronto and Quebec City, Google Cloud in Montréal) and a federal Sovereign AI Compute Strategy. Privacy law (PIPEDA, Quebec Law 25) emphasizes accountability and transfer assessments rather than blanket localization.

How to get a sovereign setup

Run your chosen model — Canadian or otherwise — in a Canadian region or on-premises. osFoundry’s managed cloud pins data to US, EU or Japan — it does not currently offer a Canadian managed region. For data that must stay in Canada, the honest path is self-hosting osFoundry (BYO Cloud) inside a Canadian cloud region such as AWS Canada (Montréal/Calgary), Azure (Toronto/Quebec City) or Google Cloud (Montréal), or running models locally on-device. A model-agnostic, self-hostable layer gives you sovereignty as a deployment property while keeping model choice.

Where dgm fits

dgm is an independent integration partner that helps Canadian businesses adopt osFoundry — scoping a first use case, handling the build, and connecting AI to the systems you already run. dgm is independent of osFoundry’s maker (OS LLC) and has no completed client integrations yet, so everything described here is a service offered, not a past result. If you want to scope a practical first project, dgm can help you map it out.
